The tutu’s power was evident at last June’s USA International Ballet Competition (IBC) in Jackson, Mississippi, where Folts led a tutu-making seminar.

As the tutu makers labored and laughed, a half-dozen young dancers showed up to be fitted for the end-of-seminar public fashion show. The dancers smiled with excitement, charmed by Folts’ collection of festive and frothy costumes, which lay on the floor like lily pads on a pond.

For experienced tutu makers, Folts offers a design and sewing challenge: Project Tutu. Participants get a bag of netting and fabrics and embellishments that they must fashion into a wearable costume for a specific role—White Swan, for example—complete with bodice, tutu, panty, and headpiece, in roughly two days.
